Belén is a multilingual economist with extensive experience in international development and public policy. She currently serves on the secretariat of the Climate City Capital Hub, where she supports European cities in mobilising capital for climate infrastructure projects under the NetZeroCities Program of the European Commission. Earlier in her career, Belén worked with institutions including the Bavarian Ministry for Economic Affairs and KfW Development Bank, and served as an advisor at GIZ, the German federal government agency for international cooperation, where she specialised in climate and urban infrastructure finance through her work with the C40 Cities Finance Facility, and has published articles on green bonds. Belén holds a Master’s degree in Economics from the University of Bayreuth, as well as two Bachelor’s degrees in International Cultural and Business Studies from the University of Passau and the University of El Salvador in Buenos Aires.
