Silvia Gugu is a Senior Expert in ICLEI Europe’s Climate Neutral Cities Task Force and leads the Climate City Contract work within NetZeroCities, the consortium implementing the EU Mission for 100 Climate-Neutral and Smart Cities. In this role, she draws on nearly 20 years of experience in territorial governance and urban planning. Her work spans both the development and academic sectors, with contributions across Europe, the United States, and the Middle East.
